Why the program export shows "active" for both applications of the patient even if the first application is dropped-out?

The Active column in the patient export data is the overall status of the patient, regardless of the program application status. 

As an example, if Year 1 of a patient is Dropped out and Year 2 is Active, the Active column will show the as Active since the patient is currently Active in Program.
