Why can’t a physician see a certain program on the app while referring a patient? 

Physicians can refer patients only if they are participating in one of Axios managed programs which falls under their specialty. If a program is not displayed on the app, either the program is not ready to accept digital referrals, or it does not fall under the specialties associated with the physician.
